DEVELOPMENT CUP FORMAT AND RULES
FUTSAL DEVELOPMENT CUP RULES (FIFA RULES APPLY IF NOT MODIFIED WITHIN)

1. All balls out of touch restarted via indirect kick-ins.

2. One designated goalkeeper allowed differentiated by either jersey top or armband. Hands can only be used within “goal area”. All distribution must be rolling, throwing, or ball on the floor (NO PUNTING).

3. ONLY BALL ALLOWED FOR GAME PLAY IS FUTSAL BALL. NO OTHER BALLS ALLOWED ON THE COURT.

4. No slide tackling.

5. GAME FORMAT – Coaches will be able to instruct players from the sidelines, but we recommend to provide instructions while team is off the field during rotation. The Development Cup provides an innovative game format to maximize performance and communication between players and coaches. Games are 5 minutes in length to help players fully understand the needs and requirements of consistent performance.
6. SUBSTITUTIONS allowed at any restart (or by any player, “attacking player”, who enters from his “defensive half once the substituted player has fully left the court).

7. GAME LENGTHS – 5 min. per game. Teams will rotate and continue playing during the 1st round of games..

8. STANDINGS will be based on following point system: Each win = 1 point. Once the first round play is finished, 1st to 8th place teams will make to Playoff A and 9th to 16th place teams will make Playoff B. TIEBREAKERS APPLIED IN ORDER: Most Head to Head Points, Most GDF (limit max per game 4), Most Goals For (limit max per game 4), Fewest Goals Against (limit max per game 4), Most Goals Scored, Fewest Goals Allowed, Most Goal Ratio (computer generated), Fewest Disciplinary Points, Coin Toss

9. All restarts, goal kicks, corner kicks, free-kicks (direct or indirect) will require 4 yards of space granted by the defending team. Penalty Kicks are taken from the “free throw line” and are defended by only the Goalkeeper.

10. All tackling must be “clean” without contact. Body checking, shoulder charging, follow through on tackles is not permitted in Futsal.

11. NUMBER OF PLAYERS: 5 players on court at a time, one designated goalkeeper.

12. EQUIPMENT: Shinguards are required. Only rubber soled “flats” will be allowed to be worn on the court.

13. CAUTIONS: If a player receives two cautions in a period that player will be required to serve a game suspension. During this time the team will play a “man down” and the penalized player can return after 1 game suspension.

14. Referee’s discretion and judgement will be used to insure flowing game play. Any situations not called for by these rules will be administered by the referee in the course of game play and referee’s decisions and discernment is final.

15. OVERTIME For Final Game: GOLDEN GOAL. 5 Minutes. If still tied then penalty shootout (3 shots per team)
